Permits the Arkansas Geological Survey to supplement state appropriations with grants, donations, federal funds, and unobligated cash income to finance the projects.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2019, due to constitutional restrictions on annual appropriations and the essential nature of the funding to agency operations.
