Reduces classroom teacher representation on the Safe Schools Committee from 2 teachers appointed by the Arkansas Education Association to 1 teacher.

Adds 10 new positions to the Safe Schools Committee including the Director of the Criminal Justice Institute and Arkansas Center for School Safety, Director of Emergency Management, Director of the Public School Resource Center, a chief of police or sheriff, Director of the Rural Ed Association, State Fire Marshall, a school psychologist, and a director of an education service cooperative.

Adds a second classroom teacher position appointed by the Arkansas State Teachers Association to partially offset the reduction in Arkansas Education Association appointments.

Maintains existing positions for school administrators, school district board members, department staff member, school safety specialist, school counselor, and ex officio members from the House and Senate education committees.
