Transfers the Arkansas Wireless Information Network and all its authority, powers, duties, functions, records, personnel, property, and unexpended appropriations to the Arkansas Department of Emergency Management.

Grants the Department of Emergency Management authority to administer and operate the network, including employment of personnel, management of equipment and assets, contract and lease agreements, and budget administration.

Amends Arkansas Code § 12-75-111 to add these network administration duties to the Department of Emergency Management's powers and responsibilities.

Declares an emergency to allow the act to become effective on July 1, 2019, at the beginning of the fiscal year to facilitate implementation.
