Appropriates $699,647 from the Miscellaneous Agencies Fund Account for the Judicial Discipline and Disability Commission for fiscal year 2019-2020.

Establishes a maximum of 6 regular employees including an Executive Director (Grade SE01), Deputy Executive Director (Grade GS12), Fiscal Manager (Grade GS08), Investigator (Grade GS07), Paralegal (Grade GS06), and Legal/Admin Secretary (Grade GS05).

Allocates funds as follows: $376,696 for regular salaries, $117,106 for personal services matching, $96,150 for operating expenses, $8,875 for conferences and travel, $72,740 for professional fees, and $28,080 for investigator expenses.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Effective July 1, 2019 under emergency clause to ensure continuous agency operations as required by Arkansas Constitution limiting appropriations to one-year periods.
