Exempts execution procedures, drug sources, and identities of execution personnel from disclosure under the Arkansas Freedom of Information Act and civil discovery rules.

Prohibits disclosure of documents, records, or information that identifies or could lead to identification of entities or persons involved in providing lethal injection drugs, compounding, testing, supplying, or administering them.

Allows limited disclosures to the Department of Correction director's subordinates, contractors, vendors, the Governor, and the Attorney General as necessary to carry out their duties.

Establishes that violation of confidentiality orders is a Class D felony and requires court protective orders before any confidential information is disclosed in litigation.

Permits public access to FDA-approved drug package inserts, independent testing laboratory reports, director certification, and the department's drug administration procedures, provided identifying information about suppliers and compounding pharmacies is redacted.
