Establishes 3 maximum regular employees for the Capitol Zoning District Commission for fiscal year 2019-2020: one Capitol Zoning District Administrator (Grade GS10), one Administrative Analyst (Grade G506), and one Planning & Preservation Director (Grade GS06).

Authorizes up to one temporary or part-time employee ("Extra Help") at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $252,357 from the Miscellaneous Agencies Fund Account for the fiscal year ending June 30, 2020, including $170,421 for regular salaries, $938 for extra help, $53,826 for personal services matching, and $27,172 for operating expenses.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws.

Effective July 1, 2019 with emergency clause to ensure immediate operation of the agency.
