Establishes the "Arkansas Telephone Privacy Protection Act" as a new subchapter of Arkansas Code Title 4, Chapter 88, to regulate telephone solicitations including calls, text messages, and media messages to Arkansas residents.

Prohibits telephone solicitations outside 8:00 a.m. to 9:00 p.m. local time unless the consumer provides prior written consent; exempts political campaigns, calls with established business relationships, and licensed financial institutions.

Requires telephone solicitors to disclose their name, the soliciting entity's name, contact information, purpose of call, cost estimates, refund policies, and the option to be added to an in-house "do not call" list.

Prohibits solicitors from displaying false or misleading caller identification information, displaying an Arkansas area code without physical presence in the state, displaying the consumer's own number, and harassing or defrauding consumers.

Establishes enforcement provisions allowing aggrieved consumers to recover actual losses plus $1,000 per violation (up to $5,000 for willful violations), attorney's fees, and court costs; grants the Attorney General authority to investigate and enforce violations.
