Appropriates $2,409,301 to the Arkansas Parole Board for fiscal year 2019-2020, payable from the Miscellaneous Agencies Fund Account.

Establishes maximum of 27 regular employees including 1 Parole Board Chairman, 6 Parole Board Members, 3 Revocation Hearing Judges, and supporting administrative staff.

Allocates $1,554,535 for regular salaries, $494,555 for personal services matching, and $360,211 for maintenance and general operations including operating expenses, conferences, travel, and professional fees.

Requires the Parole Board to submit annually to the Joint Performance Review Committee and judiciary committees copies of its rules, policies, administrative rules, directives, memoranda, and operational policies.

Declares an emergency clause making the act effective July 1, 2019 to ensure uninterrupted Parole Board operations.
