Appropriates $5,000,000 to the Arkansas Department of Environmental Quality from the Development and Enhancement Fund for state infrastructure investment in public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water and sewer systems.

Prohibits contracts and obligations from exceeding available State Treasury funds, but allows institutions and agencies to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state appropriations.

Requires strict compliance with the State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Specifies that funds must be disbursed in compliance with stated reasons for appropriation as evidenced by agency requests, executive recommendations, and legislative recommendations in budget manuals and official minutes.

Declares an emergency effective July 1, 2019 to ensure the appropriations are available for immediate agency operations.
