Appropriates $300,000 to the Arkansas Commission on Law Enforcement Standards and Training from the Law Enforcement Training Fund for personal services and operating expenses for fiscal year 2019-2020.

Requires all fund disbursements to comply with state procurement law, budgetary procedures, revenue stabilization law, salary restrictions, and other fiscal control laws.

Establishes legislative intent that funds must be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative records.

Declares an emergency clause to make the act effective July 1, 2019, citing constitutional restrictions on appropriations longer than one year and the need for uninterrupted agency operations.
