Appropriates $991,319 to the Arkansas Ethics Commission from the Miscellaneous Agencies Fund Account for the fiscal year ending June 30, 2020.

Establishes maximum of 11 regular employees including 1 director, 1 IT manager, 4 attorney specialists, 3 compliance specialists, 1 business operations specialist, and 1 administrative specialist.

Allocates $653,139 for regular salaries, $201,813 for personal services matching, $133,367 for operating expenses, and $3,000 for conferences and travel.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws.

Effective July 1, 2019 with emergency clause due to constitutional prohibition on appropriations exceeding one year.
