Appropriates $3,000,000 from the Development and Enhancement Fund to the Department of Higher Education for grants for scholarships to Historically Black Colleges and Universities

Provides funding for personal services and operating expenses related to outreach programs to promote awareness of the scholarships

Prohibits contracts or obligations in excess of available State Treasury funds, but allows institutions to accept grants, donations, Federal funds, and use unobligated cash income to supplement appropriations

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds

Takes effect July 1, 2019 as an emergency measure to ensure continuation of essential governmental programs
