Establishes a one-time $100 reinstatement fee for individuals whose driving privileges are suspended or revoked solely due to outstanding reinstatement fees, if they have paid all court costs and fines associated with their criminal offense and graduated from a specialty court program.

Creates an exception allowing a single $100 fee to cover all administrative suspension or revocation orders for eligible persons, rather than charging $100 per order, under both Arkansas Code § 27-16-508 and § 27-16-808.

Requires district or circuit courts to verify completion of specialty court program graduation and obtain a reinstatement letter from the Department of Finance and Administration showing all outstanding suspension or revocation orders before a person can claim the fee reduction.

Limits the one-time fee reduction to persons in the court jurisdiction where the conviction or action occurred and prohibits use of the provision more than once per person.

Requires the Department of Finance and Administration to submit annual reports by October 1 to the Legislative Council and Director of Arkansas State Police detailing the number of eligible and reinstated participants and dollar amounts paid and written off.
