Establishes an expedited motor vehicle title processing service allowing applicants to request expedited review of certificate of title applications upon payment of a $10.00 fee in addition to standard title application fees.

Requires expedited title processing requests to be made in person at the Central Revenue Office located at the Charles D. Ragland Taxpayer Services Center in Little Rock, Arkansas, with all required forms and fees submitted at time of application.

Mandates that expedited title processing requests be completed by the Office of Motor Vehicle within three (3) business days from the date of application submission, though issuance of a certificate of title is not guaranteed.

Directs expedited title processing service fees to be deposited to the Commercial Driver License Fund and used for system enhancements for processing motor vehicles, commercial motor carriers, and driver's licenses.

Establishes a $10.00 certificate of title with beneficiary processing fee and amends related title fee provisions in Arkansas Code.
