Establishes 15 regular full-time employees for the Arkansas Real Estate Commission for fiscal year 2019-2020, including an Executive Director (GS15), Deputy Executive Director (GS11), and various support staff positions.

Authorizes up to 2 part-time or temporary "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $1,348,389 for operations, including $655,220 for regular salaries, $227,834 for personal services matching, $397,744 for operating expenses, $26,662 for conferences and travel, and $22,929 for professional fees.

Appropriates $352,500 for the Real Estate Recovery Fund, consisting of $250,000 for damage payments and $102,500 for educational activities.

Declares an emergency effective July 1, 2019, finding that the appropriations are essential to the agency's operation and public administration.
