Establishes a legislative goal for 60% of Arkansans to attain post-secondary degrees by 2025 through outcomes-based funding aligned with statewide priorities

Eliminates the previous provision that paused productivity-based funding implementation when general revenue forecasts drop more than 2% below prior year levels

Requires base funding under the Revenue Stabilization Law to be 100% productivity-based and equally distributed per productivity point among four-year and two-year state-supported institutions by fiscal year 2028-2029

Increases productivity-based funding distributions by 10% annually for 10 years beginning in 2019-2020, totaling a 100% increase by the tenth year

Directs all new funding allocations to state-supported institutions beginning in 2019-2020 to be distributed equally per productivity point among four-year and two-year institutions
