Establishes a maximum of 31 regular employees for the Arkansas Tobacco Control for fiscal year 2019-2020, including positions ranging from Director (Grade GS15) to Administrative Specialists (Grade GS04).

Appropriates $678,889 from the Miscellaneous Agencies Fund Account for Operations, including $418,121 in regular salaries and $135,850 in personal services matching.

Appropriates $935,732 from a cash fund for Sales to Minors Enforcement, including $517,212 in regular salaries, $179,748 in personal services matching, and $5,000 for promotional items.

Appropriates $689,606 from federal funds for the Tobacco Inspection Program, including $359,234 in regular salaries, $127,089 in personal services matching, and $17,041 in overtime.

Appropriates $50,000 from the Cigarette Fire Safety Standard Fund for fire safety and prevention programs, and $311,078 from the Arkansas Tobacco Control Revenue Fund for revenue enforcement purposes.
