Allows enrollees to assign their right to receive reimbursement for healthcare services to a healthcare provider through an assignment of benefits, regardless of whether the provider is in-network or out-of-network.

Requires healthcare providers receiving an assignment of benefits to notify the payor with their claim for payment, and out-of-network providers must include a complete copy of the signed assignment.

Mandates payors remit payment directly to the healthcare provider upon receipt of a claim with assignment notice; if payment is incorrectly sent to the enrollee, the payor must remit to the provider within 10 days of receiving notice.

Prohibits contractual waivers of assignment of benefits rights; any contract or actions in conflict with these requirements are void.

Subjects contracting entities to the Trade Practices Act for violations; requires the State Insurance Department to enforce the law and the Insurance Commissioner to promulgate compliance rules by March 1, 2020.
