Amends Arkansas law to prohibit displaying fictitious or misleading names or telephone numbers on caller identification services, with exceptions for telecommunications providers that comply with certification requirements and law enforcement activities.

Creates new criminal offense under § 5-63-205 making it unlawful to transmit misleading caller identification information for purposes of fraud or harm, or to use third parties to display spoofed numbers on Arkansas residents' phones.

Elevates penalty for violations of automated telephone solicitation laws from Class B misdemeanor to Class D felony.

Requires telecommunications providers to verify that callers have rights to use displayed names and phone numbers, and prohibits displaying the recipient's own name or number.

Establishes annual certification process allowing telecommunications providers to seek Arkansas Public Service Commission determination that they have implemented technologies to identify and block illegal robocalls under applicable state and federal law.
