Amends Arkansas Code § 5-4-401 to prohibit life sentences for four specific Class Y drug felonies: delivery of methamphetamine or cocaine, manufacture of methamphetamine or cocaine, trafficking a controlled substance, and simultaneous possession of drugs and firearms.

Sets mandatory sentence range of 10 to 40 years for defendants convicted of these four Class Y drug offenses, removing the option of life imprisonment.

Makes the sentencing changes retroactively applicable to all persons previously convicted of nonviolent controlled substance offenses who received life sentences.

Allows eligible individuals to immediately petition their sentencing court for resentencing under the new 10 to 40-year range.

Preserves all accumulated good time credits, parole eligibility, and allows recalculation of parole eligibility dates for persons who are resentenced.
