Authorizes the State Board of Election Commissioners to conduct post-election audits of general election results to ensure voting process integrity and accuracy.

Requires audits to use voter-verified paper audit trails, with counties, polling sites, early voting locations, and vote centers selected by lot at least 60 days after the general election.

Establishes that audit reports are not recounts, have no legal effect on election outcomes, and must be made public upon request.

Allows the State Board to penalize non-compliant counties by forfeiting or withholding state-funded election expense reimbursement for up to two years if they willfully fail to provide requested documents, records, or equipment access.

Requires a pilot program beginning after the 2020 general election with audits of at least one county with over 100,000 population and four counties with under 100,000 population, covering all congressional districts.
