Department of Health and State Board of Health must accept plumbing plan review documents via email, mail, or in person, and respond via email unless the submitter requests mail delivery.

Local jurisdictions (cities, towns, sewerage districts, water districts, and others) may conduct plumbing plan reviews through certified plumbing and natural gas inspectors without requiring Department of Health review if an engineer licensed in Arkansas prepared the plan and the inspector is a licensed engineer.

Local jurisdictions may charge fees for plan reviews that do not exceed fees set out in Arkansas Code § 20-7-123(b)(2), and the Department of Health cannot require the jurisdiction to surrender these fees.

Employees performing plan reviews under local authority have responsibility to ensure plumbing plans meet state requirements, and the Department of Health may audit or inspect their records.

Facility alterations, additions, and new construction must submit plumbing plans (including water supply line and sewage line designs) prepared by a licensed architect or professional engineer to the Department of Health for approval before commencing work.
