Changes texting violation penalty from a violation to a fine of not less than $25.00 under Arkansas Code § 27-23-130(d).

Rewrites Arkansas Code § 27-51-1504 to prohibit drivers from "engaging in texting" or accessing social networking sites while operating motor vehicles, with exemptions for law enforcement, emergency reporting, medical personnel, transit dispatchers with permanently affixed devices, and GPS navigation.

Establishes restrictions on wireless device use by drivers under 18 years old (prohibition except in emergencies) and drivers 18-20 years old (handheld devices prohibited except in emergencies; hands-free devices permitted).

Sets penalties for wireless device violations at $25-$250 for first offense and $50-$500 for subsequent offenses, with doubled fines if violation involves collision or accident.
