Amends Arkansas Code § 2-33-102 to maintain the Arkansas Livestock and Poultry Commission at 7 members appointed by the Governor with Senate consent for 7-year terms.

Requires at least 4 of 7 members to be actively and principally engaged in animal agriculture production in Arkansas, with remaining members at large and engaged in the livestock or poultry industry.

Mandates each congressional district be represented by at least one commission member.

Allows commission members to receive expense reimbursement and stipends in accordance with Arkansas Code § 25-16-901 et seq., while receiving no direct pay for their services.

Modifies oath requirements to use gender-neutral language ("each a member" instead of "his or her").
