Creates Arkansas Code 16-40-107 establishing a privilege against disclosure of sermons, religious instruction, or religious teaching delivered by clergy during religious services

Prevents state and local governments from compelling production or disclosure of written copies, audio recordings, or video recordings of such sermons and religious teaching in civil actions or administrative proceedings where the government is a party

Prohibits state and local governments from compelling clergy or religious leaders to testify regarding sermons, religious instruction, or religious teaching in civil cases and administrative proceedings

Defines "religious leader or member of the clergy" to include ministers, pastors, preachers, priests, nuns, rabbis, imams, and laypersons engaged in religious ministering, instruction, or teaching

Excludes the privilege from application in civil actions or administrative proceedings involving legitimate investigations into terrorism-related activities
