Requires school districts to participate in state-level computerized maintenance management systems at no cost, with optional additional modules paid by the district and counting toward nine-percent minimum maintenance expenditures.

Expands Division of Public School Academic Facilities authority over districts in facilities distress to include reassignment of staff, school reorganization/closure, and mandatory staff training in addition to existing powers.

Establishes a community advisory board process during the second year of state oversight that allows districts to transition back to local control if correcting facilities distress issues, with board members serving voluntarily from the school district.

Requires the state board to consolidate, annex, or reconstitute any school district failing to remove itself from facilities distress classification within five consecutive school years, unless granted additional time by written finding.

Changes student transfer deadline from June 1 to May 1 for students transferring from school districts classified as in facilities distress under the Public School Choice Act of 2015.
