Water providers must offer service to nonresident property owners or consumers whose property lies within the provider's accepted service area upon request, except as otherwise provided.

Water providers must supply the same amount of water and water pressure to both resident and nonresident customers if existing infrastructure allows, but are not required to relocate or expand mains or pipes outside their service area boundaries.

Water providers may establish separate rate classifications for resident versus nonresident customers with reasonable justification, but must treat all customers within the same rate classification equally.

Water providers must provide service to nonresident customers if: they lack access to any other water service, they reside in a water improvement district that installed and deeded infrastructure to the provider, existing infrastructure is available, and the customer provides necessary pipes or structures for access.

Water providers must treat all property owners and consumers equally in water conservation measures and service availability, except for emergency measures established by the Department of Health.
