Creates a new "onsite sewer professional" license issued by the Department of Health's Division of Environmental Health Protection for individuals who can construct, install, alter, design, or repair individual sewage disposal systems and conduct assessments.

Establishes licensure requirements including a $1,000 surety bond, 15 hours annually of professional developmental education, and a $50 annual fee, with licenses renewed January 1 each year.

Allows licensed onsite sewer professionals to proceed with system installation or design without departmental review if the division does not object to a notice of intent within 10 days.

Modifies notification requirements to authorize installers or onsite sewer professionals (rather than only installers) to notify authorized agents before beginning work on sewage disposal systems.

Subjects onsite sewer professionals to license revocation without notice for violations of the chapter, with appeal rights under the Arkansas Administrative Procedure Act and penalties under existing law.
