Designates Washington, Hempstead County, Arkansas, as the "Birthplace of the Bowie Knife, Arkansas Heritage Site" based on blacksmith James Black crafting the original Bowie knife there in 1831

Designates the University of Arkansas Community College at Hope-Texarkana to develop and operate a school of bladesmithing in Washington, Arkansas, to promote and protect the art of bladesmithing

Requires the Arkansas Department of Transportation, in consultation with the Department of Parks and Tourism and the university, to design and place a heritage site sign at the bladesmithing school location

Directs the Department of Parks and Tourism to use the heritage site symbol on state highway maps and in all tourism materials to promote Washington, Arkansas

Requires the Department of Arkansas Heritage to promulgate rules for implementation by January 1, 2020, or as soon as practicable after Legislative Council approval
