Repeals Arkansas Code § 16-30-104, which previously allowed written provisions in contracts to borrow or lend money to waive a person's right to a trial by jury.

Makes the repeal retroactive to March 18, 2018, restoring jury trial rights for cases involving contracts entered into on or after that date.

Restores Rule 39 of the Arkansas Rules of Civil Procedure and declares the right to a jury trial a bedrock principle of democracy requiring immediate restoration.

Declares an emergency clause making the act effective immediately upon gubernatorial approval, expiration of the veto period, or veto override by the legislature.
