Amends Arkansas Code § 3-4-602 to allow distillers and manufacturers to sell vinous liquors for off-premises consumption on any day of the week and to sell spirituous or vinous liquors at retail by the drink or by the package if sales occur in a wet territory.

Authorizes manufacturers to sell liquors for on-premises consumption during all legal operating hours if the manufacturer provides facility tours and only sealed containers are removed from the premises.

Permits manufacturers to provide or sell liquors to charitable or nonprofit organizations holding valid special event permits issued by the Alcoholic Beverage Control Board.

Allows distillers or manufacturers to conduct spirituous or vinous liquor tasting events for educational or promotional purposes in wet areas of the state with written notice of at least two weeks to the Alcoholic Beverage Control Division.

Sets annual permit fees of $300 for spirituous or malt liquor distilling/manufacturing, $500 for vinous liquor manufacturing, and $250 for brandy or spirituous liquor distilling used only in fortifying native wines.
