Amends Arkansas Code § 17-1-106 to provide automatic occupational licensure to active duty service members stationed in Arkansas, returning military veterans (within 1 year of discharge), and their spouses who hold substantially equivalent licenses from other states.

Requires occupational licensing entities to grant automatic licensure if they fail to obtain Administrative Rules and Regulations Subcommittee approval of proposed expedited process rules within the regulatory review period.

Mandates state boards and commissions to expedite licensure procedures and accept military training and experience as satisfactory substitutes for required education or experience when substantially similar.

Establishes that licenses for deployed military members and their spouses do not expire until 180 days after return from active deployment, and allows full or partial exemptions from continuing education requirements.

Requires occupational licensing entities to submit proposed rules to the Legislative Council's Administrative Rules and Regulations Subcommittee for approval before promulgation, and mandates annual reporting to the House Committee on Aging, Children and Youth regarding automatic and expedited licenses granted.
