Appropriates $2,152,491 from the Miscellaneous Agencies Fund to the Arkansas Geological Survey for personal services and operating expenses for fiscal year 2019-2020, including regular salaries of $1,351,484 and extra help funding of $11,600.

Establishes a maximum of 27 regular employees for the Arkansas Geological Survey with positions ranging from State Geologist (Grade SE01) to Administrative Specialist I (Grade GS02), plus authorizes up to 16 temporary or part-time employees.

Appropriates $208,656 in federal funds for the Federal-State Geologic Mapping Program, $64,924 from cash funds for the Board of Registration for Professional Geologists, $154,542 for Geological Research-Landslide/Sinkhole projects, and $6,505 for State Farm Grant earthquake awareness activities.

Appropriates $49,000 from the Geology Map Resale Revolving Fund for map resale operations and $1,125 from cash funds for geology museum expenses.

Makes the act effective July 1, 2019 under an emergency clause, with all disbursements subject to state procurement, accounting, budgetary procedures, and fiscal control laws.
