Modifies Arkansas Code § 16-10-305 to establish court costs for various violations: $150 in circuit court and $100 in district court for misdemeanors/felonies (excluding DWI, underage DUI, and certain other violations); $75 for traffic misdemeanors; $25 for non-traffic local ordinance violations in district court; and $300 for DWI/underage DUI violations.

Adds new $25 court cost for mandatory seat belt law violations (§ 27-37-701 et seq.) with exemption allowing defendants to avoid court costs if they pay applicable fines before first appearance.

Adds new $25 court cost for failure to present proof of insurance at traffic stop.

Amends Arkansas Code § 27-37-706 to allow defendants who pay seat belt violation fines before first appearance to be considered as having pleaded nolo contendere without additional court costs or fees.

Clarifies that defendants who do not pay fines before first appearance are responsible for court costs but not subject to additional costs or fees beyond those specified in § 16-10-305.
