Amends Arkansas Code § 20-57-201 to add pop-up shops as a permitted sales venue for exempt cottage food production operations, allowing them to sell at pop-up shops within established businesses in addition to existing venues (production site, farmers' markets, county fairs, and special events).

Defines "pop-up shop" as a cottage food production operation selling items in an unaffiliated established business for a limited time period with the consent of the business owner and the presence of the cottage food operation owner or employee at the point of sale.

Authorizes the Department of Health to inspect cottage food production operations that operate as pop-up shops.

Prohibits cottage food production operations operating as pop-up shops from selling or offering foods at wholesale distribution.
