Expands the definition of "deceased service member" to include members killed or died in the honorable performance of duty within one year of receiving a service-connected injury or contracting a service-connected illness, replacing the previous requirement of dying while serving in specific conflict areas or locations with hazard pay.

Replaces the documentation requirement of a Gold Star lapel button or Leave and Earnings Statement with three alternative eligibility verification options: documentation showing death classification by the U.S. Secretary of Defense, a Report of Casualty form (DD Form 1300) or Serious Incident Report, or verification of Dependency and Indemnity Compensation eligibility through the Department of Veterans Affairs.

Requires applicants not listed on a casualty report to provide additional documentation such as a birth certificate or obituary to verify familial status.

Permits the Department of Finance and Administration to consult with the Arkansas Department of Military regarding supporting documentation but reserves final eligibility determination authority to the Department of Finance and Administration.

Maintains existing provisions that Gold Star Family license plates are non-transferable, free to issue and renew, and may include a "combat-related death" decal for service members killed in action.
