Adds a new section (27-14-1022) allowing motor vehicle owners to avoid annual registration fees by providing written notice to the Director of Finance and Administration that they will not operate the vehicle during the registration period

Requires owners claiming non-operation exemption to surrender their license plate and current registration certificate to the Director

Allows exempt vehicle owners to later apply for a new registration certificate and resume operating the vehicle on public streets, roads, and highways

Establishes an amnesty period from the bill's effective date through January 1, 2020 for vehicle owners who failed to renew registration while not operating their vehicles, waiving assessment of registration fees for those prior years
