Requires the Department of Finance and Administration to implement the online insurance verification system by January 1, 2020, using multiple matching keys including National Association of Insurance Commissioners company codes, vehicle identification numbers, and policy numbers.

Distributes fines for operating without insurance: first $15 goes to the Arkansas Citizens First Responder Safety Enhancement Fund, with remainder distributed based on arresting officer type (state police, county, or municipal).

Clarifies that law enforcement officers are not required to witness vehicle operation to issue citations for uninsured operation, and defines operation to include vehicles stopped on or off public roads after traveling any distance.
