Appropriates $1,650,775 to the Arkansas Minority Health Commission for the Minority Health Initiative program for fiscal year 2019-2020, funded from the Targeted State Needs Program Account.

Establishes maximum of 5 regular employees with positions including Accountant II (GS08), Grants Coordinator (GS07), Health Program Specialist I (GS06), Human Resources Analyst (GS06), and Fiscal Support Analyst (GS05).

Allocates funding for regular salaries ($215,531), personal services matching ($74,902), maintenance and general operations ($801,788), and screening, monitoring, treating, outreach and advertising activities ($558,554).

Requires prior approval from the Arkansas Legislative Council or Joint Budget Committee for any transfers between budget classifications and prohibits transfers under Arkansas Code 19-4-522.

Declares positions funded by Tobacco Settlement proceeds are not guaranteed continuation if those funds become insufficient, with state funds not replacing expired Tobacco Settlement funds unless separately appropriated.
