Renames "national school lunch state categorical funding" to "Enhanced Student Achievement Funding" throughout Arkansas education code sections 6-15-2701, 6-15-2907, 6-20-2305, and 6-23-501.

Requires school districts with chronically underperforming schools to use Enhanced Student Achievement Funding to evaluate educational strategies and report benchmark assessment scores comparing the prior year and current school year.

Maintains existing per-student funding amounts: $1,576 for districts with 90% or more national school lunch students, $1,051 for districts with 70-89%, and $526 for districts with less than 70%.

Allows public school districts to offer college and career readiness assessments for grades 10-12 at no student cost using Enhanced Student Achievement Funding.

Applies the same funding calculation and distribution rules for Enhanced Student Achievement Funding to open-enrollment public charter schools based on free or reduced-price meal eligibility data.
