Establishes 12 maximum regular employees for the Arkansas Fair Housing Commission for fiscal year 2019-2020, including 1 director (GS14), 1 administrative services manager (GS10), 1 chief investigator (GS07), 1 executive assistant (GS07), 5 investigators (GS06), 1 fiscal support supervisor (GS06), 1 grants analyst (GS06), and 1 public information specialist (GS06).

Authorizes up to 2 temporary or part-time employees ("Extra Help") at rates not exceeding the Uniform Classification and Compensation Act standards.

Appropriates $1,182,743 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $581,208 for regular salaries, $40,000 for extra help, $195,629 for personal services matching, $250,000 for operating expenses, $58,000 for conference and travel, $57,007 for professional fees, and $899 for public education.

Appropriates $170,000 from the Arkansas Fair Housing Commission Trust Fund for operating expenses, including $115,000 for operating expenses and $55,000 for conference and travel.

Authorizes transfer of up to $8,000 annually from operating expenses to promotional items in the Education Trust Appropriation upon Chief Fiscal Officer approval, effective July 1, 2019 through June 30, 2020.
