Amends Arkansas Code § 6-61-201 to restructure the Arkansas Higher Education Coordinating Board membership from separate categories to a unified qualification system of 12 appointed members.

Requires 6 members to be qualified Arkansas electors and graduates of public two-year or four-year institutions of higher education, with mandatory relinquishment of board memberships if serving on two-year or four-year institution boards at time of appointment.

Maintains 6 members selected from business, industry, education, agriculturally related industry, and medical services, with at least one member having strong interest in economic and workforce development and at least one with knowledge-based technology field experience.

Continues restrictions limiting no more than 4 members from any one congressional district and no more than 2 members who are graduates of any single state university or college.

Preserves existing provisions for staggered 6-year terms with two members' terms expiring annually, maximum of two consecutive terms, and expense reimbursement without compensation.
