Increases the job order contracting bid award limit from $750,000 to $1,000,000 per construction job for the first year of the contract for state agencies and institutions of higher education with education and general appropriations equal to or exceeding $10,000,000 annually (beginning in fiscal year 2009 and thereafter)

Maintains the $100,000 per construction job limit for state agencies or institutions of higher education with education and general appropriations of less than $10,000,000 annually

Job order contracting bid awards continue to be limited to one fiscal year in duration
