Amends Arkansas Code § 16-13-708 to allow courts to request that the Department of Finance and Administration revoke, suspend, or refuse to renew a driver's license or motor vehicle registration only for failure to pay court-ordered fines.

Requires courts to obtain certification and written request before requesting license or registration revocation, and prohibits such requests until the person has failed to appear at a scheduled hearing to address nonpayment.

Changes references from "debtor's" to "person's" in provisions requiring courts to provide full name, Social Security number, and last known address for driver's license revocation cases.

Makes the act effective 90 days after the General Assembly appropriates funding specifically intended to replace the estimated annual loss in driver's license reinstatement fee revenue.

Requires the Department of Finance and Administration to notify the Legislative Council, Arkansas Code Revision Commission, and Bureau of Legislative Research Director within 30 days of securing the required funding.
