Authorizes the Arkansas Economic Development Commission to establish the "Arkansas Cyber Initiative," a cyber alliance working with universities, colleges, government agencies, and private businesses to improve cybersecurity and economic development.

Establishes the initiative's powers to identify cyber job-creating research areas, advise universities on talent needs, facilitate public-private collaboration, hold annual cyber summits, and provide operational cyber support including threat assessment and incident response.

Exempts the initiative from Arkansas procurement law competitive bidding requirements and the Freedom of Information Act when compliance creates a security risk.

Creates the "Arkansas Cyber Initiative Fund" as a special revenue fund consisting of General Assembly appropriations and gifts, grants, or bequests from federal, private, or other sources.

Enacted April 17, 2019, and applies to Arkansas Code Title 25, Chapter 26, Subchapter 3 and Title 19, Chapter 6, Subchapter 4.
