Changes Arkansas Code § 6-17-2807(a) to require evaluators to "shall" place teachers in intensive support status instead of the discretionary "may" place them

Mandates intensive support placement when a teacher receives an "unsatisfactory" rating in any one of the four teacher evaluation domains under the evaluation framework

Allows evaluators discretion to place teachers in intensive support status if they receive ratings of "unsatisfactory" or "basic" in a majority of the four evaluation domains

Replaces subjective criteria (not improving practice, lack of commitment, failure to demonstrate growth) with objective performance rating thresholds based on the teacher evaluation framework under § 6-17-2805
