SB636 Summary

• Each county judge shall designate one qualified election official or county clerk as the county election coordinator, subject to majority approval by the county board of election commissioners.

• County election coordinators must be certified in election administration by the State Board of Election Commissioners and receive periodic training; certification and training must be renewed every two years.

• County election coordinators must be able to read and write English, cannot be paid employees of political parties or candidates, and cannot hold elective office except for the county clerk position.

• Counties failing to designate a certified election coordinator by March 1, 2020, are subject to sanctions including loss of state election funding and reimbursement unless a waiver is granted for good cause.

• The State Board of Election Commissioners shall establish a certification program that includes instruction on all aspects of election administration, approved voting systems, and other election-related matters.
