Adds Arkansas Code Section 23-111-518 to establish legislative intent recognizing greyhound racing history in Arkansas and clarify payable winnings agreements under the Arkansas Casino Gaming Amendment of 2018.

Defines key terms including "owner" (person whose name greyhound is registered with National Greyhound Association), "payable winnings" (moneys due from a greyhound winning a race), "payee" (person entitled to collect winnings), and "payor" (entity holding greyhound racing franchise).

Allows payees to voluntarily enter written payable winnings agreements authorizing deduction of a percentage or agreed-upon amount from winnings at the payee's request.

Permits payees to designate that a portion of payable winnings be paid to a nonprofit organization described in 26 U.S.C. § 501(c), with nonprofit receiving payment first and remainder going to the payee.
