Designates the Commissioner of Education or designee as the Compact Commissioner for Arkansas to administer the Interstate Compact on Educational Opportunity for Military Children.

Restructures the State Council membership to include representatives from each federal and state military installation, charter schools, legislative education committees, and the Arkansas Activities Association, with specific provisions for voting and non-voting members.

Requires public schools with 20 or more military-connected children or 3,000+ total students to designate a military education coordinator and establish enrollment procedures supporting military family transitions.

Extends educational support provisions to children of all uniformed services components (including reserve and National Guard members), not just active duty, addressing education record transfers, course placement, extracurricular participation, and graduation requirements.

Mandates the State Council hold annual public forums in military communities for feedback, provide annual reports to the Governor and legislative committees, and ensure military children have equitable access to academic courses and programs.
