Adds Section 20-77-135 to Arkansas Code requiring the Arkansas Medicaid Program to reimburse for physical therapy services provided by licensed physical therapists in the state

Requires reimbursement at commercially reasonable rates regardless of the treatment setting where services are provided

Requires reimbursement whether physical therapy services are billed directly by the physical therapist or billed incident to services of a physician

Mandates the Department of Human Services adopt rules and reimbursement policies to implement these requirements by January 1, 2020

Applies only to physical therapy services that are ordered or referred by a physician licensed in Arkansas
